Brief Answer:
Surgery is the best option

Detailed Answer:
Hi,
Thank you for posting your query in Healthcaremagic.com.
This is Dr. Swarnava Dattagupta answering your query.

I understand your concern.
Frenulum breve is a condition where there is short frenulum of penis leading to restricted movements of foreskin.
First of all, a confirmation is needed by getting clinically examined by a doctor, preferably by a general surgeon as phimosis is sometimes confused with this.
Anyways, I have seen patients improve to some extent by stretching and steroid application locally, but I would still prefer surgical treatment.
Generally two types of surgery are done-
Frenuloplasty where the short frenulum is repaired and lengthened to some extent.
Circumcision where the frenulum is cut alongwith the foreskin.
Both gives excellent results.

You can consult the above options with your treating or family doctor. But confirmation should be the primary aim.

Hope I have answered your question.
If you have any further questions I will be happy to help.
Regards.
