Thanks for providing clinical photograph it really helps. The lesion looks benign, absence of pain is reassuring. The lesion is likely to be due to Fungal Balanitis ( inflammation of glans Penis ) .
Local application of anti fungal like Clotrimazole and steroid ointment twice a day for 2 weeks will be helpful
