Brief Answer:
Sebaceous cyst or a lipoma as the most probable

Detailed Answer:
Hi.
Thanks for your query and an image.

May I please know a few details for me to assist you more:
- Since when is this lump present?
- Is it fixed to the under-surface of the skin, like it moves if you move the skin?
- Or is it freely movable under the skin; the skin being free?
- Since when has it become painful?

With the information you have provided, this looks to be a sebaceous cyst if it is attached to the skin as I explained and if it is freely mobile- it is more likely to be a lipoma.
Either of - since this is present on the pressure point of hte body near the elbow, it may be repeatedly traumatized to become painful.

I hope this answer helps you to get a proper diagnosis, and get a proper further treatment. Please feel free to ask for more or if you need further clarifications or if you feel there is a gap of communication.

It feels like it is just under the skin. You can wiggle it. It is really hard and avoid the size of a pea. It feels like it burns or radiates when I have my arm bent or have my arm on the arm rest a while. I have only noticed it about a month now. What can I do about it?

You can certainly consult a General Surgeon for excision of the lump for 2 reasons
