I read your question carefully and I understand your concern.
The symptoms you describe may be in the setting of sinusitis. The sinuses are cavities situated in your skull (forehead, upper jaw the main ones) which are related to the nasal cavity. Congestion of the nasal cavities may be associated with accumulation of fluid in the sinuses and headache. It may also get infected and need antibiotics.
Management consists usually in decongestants initially. If they do not work for over a week or if there is fever and yellowish/green secretions indicating infection then antibiotics are needed.
So to answer your question, if symptoms have been present only for the last couple of days may take some decongestants to better drain nose and sinuses for the moment. If it has been several days, with fever then you should see a doctor as antibiotics prescription may be needed. Could see primary physician or if you want to see a specialist an ENT (ear-nose-throat) one.
