Question : I have a slight headache and sore neck (front on either side of throat. Some muscle stiffness in shoulders and upper back. Hurts to swallow. Reduced appetite.

Is this just a mild cold or menigitis?

I have gone through your question and understand your concern.
The symptoms may of menigismus instead of meningitis.
It's common to have such neck pain with infection in Upper respiratory tract.
You should be watchful for any severe headache, vomiting, seizures, loss of consciousness, visual abnormalities.
Take appropriate antibiotics for infection.
