Question : I found several bumps near my anus area and took pictures. I believe i have several blackheads that account for the bumps but im concerned with the redness around the area and the skin in general. I have attached pics

No itching, burning, pain or anything. I think i might have a cyst or hemroid underneath the skin? Inhave not used any medication. No constipation

According to your complaints I don't think the redness is due to haemorrhoid or cyst under the skin.
Redness can be due to related to the inflammation around the blackheads.

Any suggestions for over the counter topical?
Brief Answer:
Cortisone cream, benzoyl peroxide gel
Detailed Answer:
You can apply cortisone cream on the red areas twice daily for 10-14 days.
This should improve the redness.
On the blackheads you can use benzoyl peroxide 2.5 percent gel twice daily but I am not sure that whether it will be available as over the counter medicine in your country.
