Brief Answer:
because area is inflamed/irritated, burning would occur

Detailed Answer:
HI, thanks for using healthcare magic

The skin and lesions of the herpes outbreak would be inflamed/irritated. Because of this, you would experience the burning sensation at least initially, when most topical agents are applied.
The burning should abate.

You can consider the use of oral pain killers to help deal with any discomfort that you may be experiencing eg naproxen, ibuprofen

I hope this helps, feel free to ask any other questions
