Question : I have been told that I have arthritis in my hip on both sides but have discovered a very painful red "spot" on my left hip. Is this anything significant. I have taken a picture

Noted the history, seen the picture and understood your concerns.
The red spot on the buttock loos to be a skin lesion like a boil or so.
Most probably not related to the arthritis of hip joints.
I would advise you the following in such a situation:
Apply liquid povidone iodine locally on the affected area to keep the area sterile.
Take an antibiotic and an anti-inflammatory medication for a few days..
This would help to resolve the condition.
