It is hard to know without seeing and examining her. Various infections can cause a rash. With a high fever and sore throat, there is the possibility that it could be strep throat with a scarletinaform (Scarlet Fever) rash. So given all of these symptoms together, I think she should definitely be seen by a doctor and have her throat swabbed. Ask the doctor to swab for Strep, and also to do a test for Mono.
Lyme is less likely to cause a sore throat and high fever, but the doctor can check what type of rash she has, and when ordering the Mono test, can also get a Lyme test for new infection.
There are other causes of the symptoms she is having that can come from bites other than Lyme too - such as from mosquitoes - especially if she has multiple bites.
In addition, some upper respiratory viruses can cause a person to react with hives, but would not cause a bug bite appearance.
