I have gone through your query and I have also seen the photographs.

This is facial Melanosis/ Pigmentation.
This can be idiopathic however shaving creams and other cosmetics may have a role in facial melanosis.
Sunscreen is an essential part in the management of any facial pigmentation. It should be used daily and reapplied every 2-3 hours.
It should be broad spectrum i.e contains both UV A as well as UV B coverage. A sunscreen with minimum spf of 30 would be suitable.
At night, you may use a demelanizing cream containing one or more of the skin lightening agents.
These skin lightening agents work by either reducing the synthesis of new melanin Or by exfoliating pre-existing melanin Or both.
The following active ingredients may be present in these demelanizing creams either alone or in various combinations e.g Tretinoin, Hydroquinone, Mometasone, Azaleic acid, Hydroquinone (2% or 5%), Kojic acid, Arbutin, Glycolic acid, Undecylenoyl Phenylalanine etc
These creams are prescription products, I would suggest that you seek an appointment with a dermatologist in your region for the needful.
Along with the creams you may also undergo a few sessions of chemical peeling from a dermatologist.
Pigmentation may take time to respond (may be 4-6 months) and therefore you have to be patient with the treatment and follow up regularly with your dermatologist.
Your dermatologist might change or modify treatment according to the response.
