Question: I have these light brow frickle on both of my lower legs I had them more than 4 years can you please explain what can it be. I have no pain,or itch. no signs of bleeding.

Hello and thank you for your question.
I have looked at your photo and it looks like you may have some hyperpigmentation from sun damage. Have you had sun burns or a lot of sun exposure in the past?
It does not look like anything dangerous.
There are other things that can cause this type of pigmentation like allergies but if it has been there and been stable for 4 years it is most likely from sun damage. If you want to be sure you could see a dermatologist ad have them do a biopsy.
Just to reassure you it does not look like anything dangerous.
