my penise had a paper cut that got infected and swelled i ent on antibotics 6 weeks ago ...after 4 i went to a gasttro be cause my shaft especially right side swelled abou 5 times its norm ...he said wet dry bandages...well i cant take the wet and its not doinging anythink but being raw

I appreciate your concern and am sorry for your distress.
I would suggest Antibiotics , both topical and systemic. Topically you may use the triple antibiotic ointment, systemically Ceftriaxone or Augmentin may be started.
A specimen for culture and sensitivity may be taken in advance if possible and antibiotics may be started immediately afterwards.
You may continue the wet bandages and anti septic measures like liquid povidone application to keep the area clean.
Take an anti inflammatory like Diclofenac Sodium 50 mg thrice a day or Ibuprofen with PPI(esomeprazole) cover for a week.
The swelling may be due to the accumulation of the edema fluid and associated pus. It may require surgical decompression to release the edema and pus.
If possible , upload a picture to aid in the diagnosis.
