Suggest Treatment For Inflamed Scrotum

Question : I have an inflamed scrotum and have treated with anti fungal cream but not better. The head of the penis is slightly pink and when masterbating the head of the penis is warmer than normal. There does not appear to be any discharge or hurting on urinating. I did have some vaginal contact with a female some months ago but no sex, just contact following a supposedly innocent massage
