Question : yes, all of a sudden, i had a small area of my lip show up like kinda rough. i put
alcohol on it which dryes it out.

It could be cheilitis which is inflammation of the lip.
If I was your treating doctor I would recommend you to apply topical steroid like cortisone cream on the affected rough area twice daily along with frequent and liberal application of a moisturising cream containing white soft paraffin on entire lips 3-4 times in a day for 7-8 days.
This should resolve the problem.
