Ingrown nail can be treated with surgery. A part of nail (not whole) should be removed. Nail bed should be incised and a part of matrix (special tissue which produces the nail) destroyed with special tool (or alcohol). If this procedure is done correctly, the nail should not cause any problems ever.

I have read that even if this is removed problem again comes back as we got it removed last year but now again its back.

Matrix has to be removed.

It depends what kind of surgery is performed. Have you had an incision above the nail during the nail removal? If not, this procedure could not result with permanent cure.
Like I have mentioned before, if the matrix is removed the nail does not grow back in the matrix removal area. So it makes this procedure permanent.
