                                            Question : ichy dry skin bleeds when iching on lower legs.

According to your complaints it could be an eczematous rash.
If I was your treating doctor I would recommend you to apply topical steroid like clobetasol propionate cream diluted in a moisturising lotion in the ratio of 1:3 on the affected areas twice daily for 2 weeks,
Steroidal preparations are prescription drugs and you need to see the doctor in person to get them.
For itching take antihistaminic like tablet Cetrizine 10 mg twice daily.
