As an Urologist,i can fully understand your problem. If it's itching, it could be due to an allergy. Don't try to keep washing it with soap.
If the foreskin can't be pulled back up, best course is to show it to an Urologist or Surgeon.They'll be able to relieve it with circumcision or with medication, if it's not too tight.
