I am sorry to hear that you are suffering from a dermatitis of the scrotum. The usual cause of a rash in the genital area is a fungal infection known as jock itch. This is because the genital area is a place perfect fro fungus to grow, warm, dark and moist. If you use the hydrocortisone cream it may actually make the rash worse. Steroids reduce your bodies immune response and can allow the fungus to grow more rapidly. I would recommend using a topical powder anti fungal like terbinafine. This will give better treatment and allow for better healing. Use the powder twice daily for at least 1 week.
