I am sorry to hear that you are experiencing episodes of itching with welts. This is typical urticaria or hives. In your case there may be something in the waist bands that you are allergic to. Frequently it is due to the fabric softeners in your clothes. The fabric softener then will dissolve out when you sweat and then cause an allergic reaction. I would recommend the following. One stop all fabric softeners in your laundry, When you do get the hives use topical steroid cream like hydrocortisone or take allegra or zyrtec OTC. If these measures don't help you may need more intensive allergy testing to determine the cause of your outbreaks.
