Detailed Answer:
Hi,
Thanks for writing to us.
For lip pigmentation, we usually prescribe hydroquinone, kojic acid, vitamin c, arbutin based creams.
Also chemical peels like glycolic acid, lactic acid, pyruvic acid peels offer good results.

In your case I would advise that you
Use a good lip balm with Sun protection factor as and when required. The idea is to keep the lips hydrated. Also increase intake of water.
Apply a strong pigmentation reducing cream like clearz max/lumacip or skinlite in a very small quantity over lips in night.
Follow this atleast for a month

If possible contact a doctor nearby to take few session of peels. These are usually done every 15 days till desirable results are achieved.

This should help you out.
Regards

Brief Answer:
use a good quality lip balm

Detailed Answer:
Hi,
Thanks for writing to us.

Even if your sun exposure is minimal, use a good quality lip balm. Now a days most of the lip balms have SPF.
Kojivit can be used twice in a day to reduce pigmentation. However, lumacip/clearz max/ skinlite ( all have same composition) would be more effective. Use any of these in minimal quantity in night over lips.

Peeling cant be done at home. Its a doctor supervised procedure.

If you cant go for peeling sessions, just use a good lip balm and a pigmentation reducing cream in night as mentioned above.
Hope this helped.
Take care
