Brief Answer:
It could be due to allergic reaction.

Detailed Answer:
Hi
As per your description, it looks like you have developed allergic reaction to Laser treatment .
As it has not come down even after 3 weeks, you should take medicines.
I prescribe Antihistamine tablet containing Levocetrizine once daily at bed time(for 5 days) to my patients with similar complaints. If there is no response, I will add Corticosteroid tablet containing Dexamethasone or Prednisolone to my patients.
Please consult your doctor, get examined clinically and proceed accordingly.
Nothing to worry. It will come down.
Hope I answered your query. If you have any questions, I will clarify further. Please send the picture for more clarity.
Wish you good health.
Regards
