Question: Have numbness in my index finger of right hand, shooting pain in the right forearm, and shoulder blade has pain if I lay back on it. Have had massage and chiropractic adjustment. Stretching with ice/heat

Numbness and the shooting pain that you are describing are in keeping with neuropathy.
This refers to abnormal function of the nerves.

It can be temporary or permanent. There is central neuropathy which refers to abnormal function of nerves in the brain or spinal cord.

Peripheral neuropathy refers to abnormal function of nerves outside of the brain and spinal cord- those supplying the arms, hands , chest, abdomen, legs etc
Yours would be peripheral neuropathy.

The nerves of the shoulder , arm, forearm and hand, come out from the neck and travel.
Issues at any point along its path can cause abnormal sensations.
The nerves to the index finger come out from around the seventh vertebra in the neck.

Some of the causes of neuropathy: (1)trauma (this can be arthritis pressing on the nerves) to the nerves along its path
(2)diabetes
(3)liver or kidney disease
(4)low levels of vitamin b12 or folate
(5)_side effect of medication
(6)infection
(7)thyroid disease

In your case, trauma is more likely. You may want to consider an x ray of the shoulder joint.
Depending on the findings, physiotherapy exercises may be helpful for you

There are also medications that treat nerve related pain specifically but these would need to be prescribed by your doctor
