Question : I have an eight month old grandbaby who has an orange flaky scalp. What is the best way to treat this?

This is very common in babies.
At bath time, you can begin by wetting the baby's scalp. Then apply baby oil to the scalp and massage it in. Leave it in while you wash the rest of the body. It should stay in for about 10 minutes. Then you can rinse or shampoo it out.
Afterwards, use a baby hairbrush, the type with the very soft bristles, and brush vigorously from back to front. This will remove the loosened flakes from the scalp and stimulate the scalp's natural oils to help moisturize the scalp.
You can do this with each bathing, and after a few times, you will start to notice improvement.
