Question : I noticed swelling on the skin of my penis below the head like a ring swelling and another area below is swelling , also a slight swell on my right gland with a bit pain. over my right testicle a small groth like a lump but no pain . Any idea

Thanks for query .

Based on the information that you have provided a ring like swelling below the glans could be due to Paraphimosis .However diagnosis can be confirmed only on clinical examination in person by a qualified Surgeon .

I shall be happy if you can post me few more details to help me in making comments on your problem.
1) Is the swelling developed after unprotected sex ?
2) Is it possible to upload photograph of your penis (Glans ) to make precise comments and suggestions .

On whatever information that you have posted I think it could be Paraphimosis /
along with a Sebaceous Cyst over scrotum .

You need to take broad spectrum antibiotic like Cefotaxime along with anti inflammatory drug like Diclofenac twice daily.

If the Swelling on scrotal wall (Sebaceous cyst ) is small does not need any active treatment .However the need to excise it in Toto will be decided by a concerned surgeon .

just as clarification I was circumcised since I was a kid so I dont have foreskin
