Question : Painful red patch located at the rim of the penis head. It hurts when i touch it and it has like bumps that did not hurt previously but hurts now.

Hi.
Thanks for your query and clear pictures.
These look to PPP that is pearly penile papules which might have gone into pain due to too much rubbing or applications you have tried.
These are normal glands that have enlarged.

I would advise you the following:
Please stop applying anything.
Give the time for healing, You may take any anti-inflammatory medicine like Ibuprofen or so if there is redness and/or pain.
Consult a Dermatologist for proper treatment.
Since this is sensitive and most important part, it is better to get the clinical evaluation and treatment for the Specialist in the field.
