Brief Answer:
Could be due to friction.

Detailed Answer:
Hi,
Welcome to health care magic,

I have carefully inspected the picture and took my enough time.

This looks to be having a recent bruise and it seems to be due to friction of fingers (look like a finger print kind of pattern) or might be due to some kind of allergy but I am not 100% sure without complete history and examination.

However, you can take over the counter antihistamines like cetrizine 10 mg twice daily with calamine lotion application.
Apply cold compression.

It might get subsided in 3 to 4 days,so there is no need to worry.

Hope this will help you.
