Question : I have a spot the size of a small pea on my upper arm with a reddish ring and milky white center. It does not hurt or itch. It is raised.

It seems to be a boil. Apply some antibacterial ointment

I understand your concerns and have checked the attached image. It seems that you have got a boil which is due to a bacterial infection. Application of mupirocin or some other antibacterial ointment should be enough to take care of it.
