Question: I cut my thumb last night on a tin can lid. Changed my bandage this morning and it's still bleeding. How long should I wait to see if it needs stitches?

Actually, if its 12-24 hours from the injury, its too late to stitch it. So its not the solution anymore.
If the bleeding is not intense, the best you can do right now is to cover it with bandage and wait.
In case of any redness, swelling, discharge, antibiotic should be given.
