From what you describe it does sound as if you have arthritis in the joints in your mid/forefoot that is responsible for the swelling, pain and dysfunction you are experiencing.
Non-operative measures that might help with your symptoms include wearing a well fitting shoe with a comfortable accomodative foam, gel or sponge insert. Taking a regular anti-inflammatory medication. The applicaiton of heat and or cold treatments can also help with symptoms.
Operative interventions would involve fusing or removing the joints that are responsible for your pain. In the midfoot one would usually fuse the joints, in the forefoot removal of the joint or fusion depend on the location of the arthritic joint.
