Question : on my left arm in the forearm elbow region, I have intolerable and persistent itching and some burning. It is highly localized and there is no visible signs of irritation or rash or bite , or anything?

According to your complaints it seems to be pruritus.
I would recommend you to apply topical steroid like cortisone cream on the affected areas twice daily and take antihistaminic like tablet Cetrizine 10 mg twice daily for 8-10 days.
This should help in resolving itching.
