Suggest Treatment For Persistent Lesion On Penis

Question : I am a 24 year old male and I have had a persistent lesion (just one) on the bottom part of my penis since Nov. 2013. This lesion is less than 1 cm in size, has not changed in size or location, no pus, or discharge. The lesion itches. I am uncircumsized. I recently received a full std screening and an IgG type specific blood test in July 2014, which came back positive for Chlamydia, but negative for everything else (HIV, syphillis, gonorrhea, etc...) including both types of HSV. I was prescribed a azithromycin and 10 days of doxycycline. The lesion remained. I have refrained from sexual activities, specifically masturbation, for the past 3 weeks to try to clear whatever it is up. I have been using a mixture of triple antibiotic and antifungal topical ointment during this time. It seems to be healing, no crust... (still itches).

I've recently realized that after urination there could be dribbling onto the lesion location.

Is it possible that this could be herpes? Been on my mind all the time.
Could this be Balanitis? Any other thoughts?

Thanks for your query,based on the facts that you have posted it appears that you have

I shall be happy if you can post me few more details to help me in making comments on your problem.
1) Have you done swab test of a discharge from the lesion?
2) Is it possible to upload photograph of a lesion? If yes, please upload images.
3) Did you have unprotected sex before you developed this lesion?

The presence of itching strongly favors Herpes 2 infection which can be confirmed on swab test and culture test of a discharge from the lesion and may or may not be detected on blood test.
For my patients I suggest anti viral drug like Acyclovir twice daily for 2 weeks. Discuss about this your doctor.
