Brief Answer:
It is due to phimosis

Detailed Answer:
Thanks for asking on HealthcareMagic.

I have gone carefully through the details provided. What you describe is called phimosis (tight foreskin). It is often seen in many children but usually gets normalized by 3 years of age. If it does not improve by then, or if redness and infection (balanoprosthitis) occurs, circumcision or surgical excision of the foreskin needs to be done. But if things become fine by 3 years of age, you need not worry.

As of now, just let it be as it is. No need to worry.

Regards
