Question : I have phimosis from diabetes I think. instead of circumcision, does stretching of the foreskin work?

Phimosis is not just a tight skin. At your age, phimosis is build of scar tissue. Stretching it just makes the scar harder and foreskin tighter. That is why stretching is not a good idea.
Unfortunately surgery is the only solution.
