Suggest Treatment For Puffy Skin Around The Penis

Question: my son brought to my attention the skin around his penis is puffy, at the transition from the shaft and the head...not sure if he has just irritated it from playing with it or what...he's 8

when will I get an answer or possible solution to this matter?
