Question : Bump of hard skin that won't bulge. I got it from excessively scratching the skin on this area, it has been 5 years and it hasn't gone away.

Simple benign growth. Get it removed by radio frequency ablation.

After analyzing the pictures I can make out a benign structure of the skin.
If I were your treating doctor then would have either excised or removed the area with radio frequency ablation.
I suggest you to meet a dermatologist and get it removed by one of the procedures.
