I have gone through your query and I have also reviewed the Image.
I suggest a possibility of Schamburgs purpura.
It is harmless condition. Schamburgs purpura is due to leakage of rbc's from capillaries into the skin, most commonly on lower legs. The result is appearance of tiny red dots on the skin, described as cayenne pepper spots.
The spots may gradually fade to to leave behind brownish spots.
Another possibility that I would like to rule out is small vessel vasculitis.
I would like to know do you have any symptoms like pain? burning?Itching? over these.
Do you have any fever?Or joint pain?Or swelling of feet?
Are you on any other oral medications? painkillers or aspirin?
For schamburg's disease I would normally suggest you to take a tablet of vitamin C once daily for 4 weeks.
Topically you may use a moderately potent topical steroid e.g mometasone furoate 0.1% cream Or triamcinolone acetonide 0.1% cream.
