Seeing the rash would have helped me more but accoridng to your description it seems like an allergic reaction to me too.
She can take benedryl for three days...daily at night and see if things get better , if they don't get better or keep getting worsened then she should contact a doctor so rule out infectious causes.
For the time being your advice are right. She should try to consider different possible sources of allergy like some plants..grass or bugs or any new soap detergent cosmatic she might have used and protect herself from further exposure.
She shouldn't panic and see how things go for next three days just use benedryl and ibupurfen 200mg twice a day to control allergy and inflammation respectively if things get worsened or stay the same after three days..She should aee a doctor in person.
