Question : what can I do to relieve the blocked nostrils of my son of 2 years and 10months. it's a recurring issue

Alergy to dust, change of climate and Deviated Nasal Septum, etc. can cause recurrent nasal congestion.
I would suggest that you should get him clinically examined and investigated by his Paediatrician and an ENT specialist.
Saline nasal drops are safer and can be used. If the symptoms persists, paediatric nasal decongestant drops containing oxymetazoline can be used under medical supervision only.
