About two plus months ago I was engaging in rough/dry masturbation and had a chafed spot on my penis. It hasn't fully gone away and I exacerbated the condition by engaging further in the practice and the condition has seemed to get worse. I have now ceased all activities and am applying lotion to it regularly and it appears to slowly be getting better. My penis is rather raw and red, and cracked in some places. I have no sores, or blisters, or oozing, nor fever, nor joint pain. Is it chafing or could it be herpes?
Just some more details. The picture makes its look more splotchy than it otherwise appears in person. Not sure if that matters. Also, it gets worse after masturbating, and better if I leave it alone for a few days. But it seemed to be just a cycle of giving in and dry masturbating again and having it exacerbate. Never has gone away in two plus months

Stop all masturbation activities. Continue apply the lotion and this wind would heal sooner than later. Finally, always use a lubricant when masturbating in future to prevent future wounds like these.
