Brief Answer:
It could be Hypersensitivity reaction.

Detailed Answer:
Hi
Rash at the previous Surgical scar could be due to Hypersensitivity reaction to any medicine/food.
I give Antihistamine injection/tablet to my patients with similar complaints. In few patients, I add Corticosteroids also for better results.
Another possibility is Infection. I prescribe Antibiotic like Cefuroxime tablet along with Anti inflammatory tablet in case of infection.
The differentiation can be clearly made out by Clinical examination.
Please consult your doctor, get examined clinically and proceed accordingly.
Nothing to worry. It will come down.
Hope I answered your query. If you have any questions, I will clarify further.
Wish you good health.
Regards
