Question: My penis has red scaly looking mark it doesnt hurt and doesnt spread nor does my penis discharge.the skin around the looks like white dry skin.i have put neosporene on it and otc first aid spray and it doesnt seem to help

You are concerned about a rash or scaly area on your penis. This is usually caused by sensitive skin or allergy. Placing antibiotics ointments or first aid creams will not help. I recommend for my patients to use a small amount of hydrocortisone cream OTC after bathing. This will reduce the scaling and allow for healing. This area will continue to come and go. This is the usual thing that happens and is not dangerous. You may have an allergy to the detergent or to the fabric softeners.
