Question : I noticed a redness and a slight pinching sensation where my scrotum meets my legs. I ignored it for a week. A week later, I noticed it also had a very fishy smelly. I have been sexually active with my girlfriend for the 3 months before this, but haven't had any symptoms until now.

I read carefully your query and understand your concern.

It seems to be an inflammation of this zone (it is called intertrigo).Most probably a fungal infection in the scrotal skin.It is not a STD so it has nothing to do with being or not sexually active.
You should keep the area clean and wear loose-fitting cotton clothing.
Apply an topical antifungal cream like Clotrimazole twice a day.If your symptoms improve continue to use clotrimazole for 1-2 weeks after all signs of your infection have gone.
This is accompanied with the application of a mild steroid cream like Hydrocortisone (Dermacort) twice a day for 7 days.

The exact diagnosis requires a physical examination from a physician so you may need to consult a doctor if your symptoms persist or they doesn't seem to improve with the treatment.
