It can be a patch of eczematous dermatitis.
If I was your treating doctor I would recommend you to apply cortisone cream on the affected areas twice daily and take antihistaminic like tablet Chlorpheniramine 4 mg once daily at bedtime for 7-10 days.
This will help in resolving it.
Moreover use a moisturising lotion on the affected forearm frequently and liberally and avoid frequent use of soap.
