Question : What is this red area below testicles on leg ?

And also is the bump on testicles a wart or something else ?

Suggestive of genital wart.

Hi there,
Gone through the uploaded pictures.
You seem to have developed genital wart on the scrotum beneath the testicular area. It's also called as human papilloma virus or HPV infection which usually spreads through sexual contact.
