Brief Answer:
I suggest switch over to potent topical steroid + salicylic acid lotion

Detailed Answer:
Hello. Thank you for writing to us at healthcaremagic

I have gone through your query and I have noted down your complaints.

I suggest a possibility of either Scalp Psoriasis Or Scalp Seborrheic Dermatitis.

-Have you been told a diagnosis?
-Can you upload an Image for my review?

The ointment which you have been using contains combination of Coal tar+Salicylic acid+Suphur in an ointment base and is quite useful for both scalp psoriasis as well as seborrheic dermatitis.

However, since you have not benefited much with this preparation therefore I suggest shifting to a combination of a potent topical Steroid+Salicylic acid lotion e.g clobetasol propionate 0.05%+ salicylic acid 6% in a lotion base, to be used at the scalp skin, twice daily.
Scalp psoriasis as well as scalp seborrheic dermatitis are steroid responsive dermatoses and respond remarkably well to topical steroid lotions.

You may also use a coal tar+salicylic acid based shampoo, every alternate day.

Topical steroid lotions are prescription medications and therefore I suggest that you talk to your doctor for the needful.

An OTC oral antihistamine e.g cetrizine 10 mg once daily will provide you symptomatic relief from itching.
