Question : I have a rash on my buttocks and am wondering what you think it is from.

This seems like a folliculitis.
I suggest you to use a topical antibacterial cream e.g either mupirocin 2%cream or fusidic acid 2%cream, twice daily for a week.

Ok do i need a prescription for those or can they be purchased over the counter?

These are prescription topical antibiotics in many countries and may be also be available over the counter in some other countries. You may try to find either one of them at a drug store near you. Neosporin ointment is another option and it is definitely over the counter.
