Question: Have a recent re-curring facial rash: seems to be brought on by stressful situations. Is there a way to keep the bumps and following dry thick skin from developing, when I first feel the heat and stinging ?

There are a number of conditions that could give rise to facial rashes. I would insist you to upload an image for me to be able to comment. Also mention if you have an oily skin.

Based on your inputs I would be able understand if the rash is due to acne or is it due to some viral infection or allergic reaction. It is only after that suitable interventions can be suggested.
