Hello and welcome to healthcaremagic
I am Dr. Kakkar. I have gone through your query.
I have looked at the picture. It looks like Impetigo to me (superficial bacterial infection). Looks to me like an area of raw skin with some discharge/oozing. The other one seems to have healed, more or less.
I would suggest an oral antibacterial e.g either cephalexin 500 mg (keflex) thrice daily for a week along with topical anibacterial e.g either 2% mupirocin or Neosporin ointment, twice daily.
Regards

Impetigo
Detailed Answer:
Hi
Start with the oral antibiotic I suggested along with topical antibiotic application. It should be fine within a week.
Ingrown hairs are common at this site because pubic hair is naturally curly. If you can avoid shaving that would be good enough to prevent ingrown hairs in future. You may try a chemical depilatory instead of shaving.
Regards
