Detailed answer...
Hello,
Thanks for the query.
I have read your query and feel that you are talking about candida albicans overgrowth which is a fungal infection.Kindly confirm that what I am thinking is correct.I want to be very clear in my mind before I answer.
Moreover please tell about what oral medications he has taken?
Is he a diabetic ?
For how long he is having this infection?
Has he consulted any doctor?
Is he suffering from any other illness ?
Awaiting your reply.
Thanks

He is not a diabetic. He has seen several doctors a dermatologist, a urologist, a M.D. All have given different types of antibiotics and usually the same topical cream. He has sexual dysfunction because of this. Bowel problems, irritability, skin rashes, open wounds on inside of legs. We have gone to Drs. For 2 years they say skin allergies. I found the candida online and all the symptoms fit and the pictures of the penis with the drainage and the picture of the scrotum match his condition

Hello,
Read your reply.
A candida infection or any fungal infection can not be missed by the doctors including a dermatologist.Ideally the discharge from penis and glans of penis could have been sent for microscopic examination including it's culture also.
This should reveal the nature of infection.
In case you strongly feel that it is candida infection only, you can try an antifungal Treatment for which prescription is not required.
Give him FLUCANAZOLE 150 mg every week for 6 weeks. This is an oral anti fungal OTC product and easily available.
You can apply CLOTRIMAZOLE ointment twice a day.It is again a OTC product.
Give him an anti allergic oral tablet ALLEGRA 180 mg once a day or BENADRYL capsule twice a day.
If indeed it is a fungal infection, then you should see the improvement in next 10-15 days.
In case it is not fungal infection, this is not going to harm him and in that case you can consult some dermatologist for examination and investigations and further management.
I hope it helps.
Best of luck
Thanks
