Question : I have a small cut under the head of my penis that will not heal. could it be fungal? there is also a slight rash on head of my penis.

It looks like possible fungal infection and you should apply Nistatine, Canesten or similar mild steroid creams, wash it in warm water 4-5 times per days or in wash it in chammomile tea. If there was recent sexual intercourse you should do STD test if symptoms persist.
